Parking management system for apartment communities: How the pieces fit together

A parking management system for an apartment community is the record of which vehicles may park on your property, plus the tools that let residents, your team, and your enforcement partner work from that one record. With ParkM, the resident’s license plate is the permit. Three portals read the same live permit list, and no cameras, gates, or readers are installed at the property.

Search for the phrase and most of what comes back describes gates, ticket machines, garage cameras, and office parking booking. That is a different kind of system, built for parking lots where a stranger pays by the hour. At a multifamily community the questions are simpler: does this car belong here, and who decides?

Quick answer

ParkM’s parking management system has three parts. Residents and guests register a plate and buy permits online. Your team sets the rules and sees permits, enforcement, and revenue in one portal. Your own tow or boot partner checks plates against the live list from a phone. The property pays nothing, and the vehicle owner pays for the permit.

WHO DOES WHAT

The three portals, and who uses each one

The resident and property manager portals open in a browser, and residents and guests have nothing to download.

PortalWho uses itWhat happens there
Resident and guest portal, at parkm.appResidents and their guestsRegister a vehicle, buy a permit, swap a vehicle, cancel a permit, buy a guest permit. Open 24/7 from a phone or computer
Property manager portal, at pm.parkm.appYour on-site team, and regional or portfolio managersEvery active permit and vehicle, enforcement history with timestamps, revenue by permit type, flags on residents with 3 or more warnings, and tow requests
Enforcement portalYour towing or booting partnerLicense plate recognition (LPR) on a smartphone, checked against the live permit list. Vehicle and permit data only

All three read one permit record. A permit is live the moment it is purchased, so a resident who buys one at 11pm is covered from that moment, and your enforcement partner’s app already shows it.

The property manager portal is where your team spends its time in the system. Access comes at two levels: a property manager sees everything, including revenue, and a leasing agent sees operations without the financials. If you run more than one community, one login covers the portfolio, with a switcher between properties.

How a permit is issued and checked against a plate

This is the sequence at the center of the system, from a resident’s first scan to the moment a vehicle is checked in the lot.

  1. A resident or guest scans the QR code on a parking sign, or goes to parkm.app directly.
  2. They enter the plate, the vehicle details, and the last six digits of the VIN. No vehicle registration document is needed.
  3. They buy the permit. It is active immediately. Resident permits renew monthly, and reminders go out by email and text before a permit lapses. A guest permit can be bought by the resident or by the guest.
  4. The plate is now the permit. Nothing goes on the windshield. There is no sticker to print and no hang tag to replace.
  5. Your enforcement partner drives the lot with the enforcement app open. The app reads each plate and shows red or green against the live permit list.
  6. Before any tow, the vehicle is checked a second time against the last six digits of the VIN on file. A misread character, an I read as a 1 or an O as a 0, cannot on its own put a resident’s car on a truck.
  7. Every action is timestamped and documented, and it appears in your enforcement history.

That two-step check is also what stands behind ParkM’s no bad tow guarantee. ParkM is confident enough in its technology that it covers the cost of a wrongful tow, plus storage fees up to 24 hours.

If the physical permit is the part you want to leave behind, how virtual parking permits work goes further into the plate-as-permit idea, and what property managers need to know about license plate recognition covers the scanning.

What the property configures in the system

You set the rules, and the system makes them stick. It applies the parking policy your community already has rather than handing you a new one.

SettingWhat you decide
Permit typesResident, second vehicle, guest, reserved, and public
Permit limitsSet by unit or by leaseholder
Guest rulesDaily limits, consecutive-day restrictions, and a nightly cap across the property if you want one
PricesWhat each permit costs at your community, adjustable after the first 60 days
No-tow listStaff, vendors, and anyone else you name
Blocked platesA plate that should not be permitted again, for example after an eviction
Current residentsGrandfathered: they enroll at no charge and only new move-ins are charged, until their lease renewal
100% tax credit propertiesFirst Car Free: the first resident vehicle is free, and only guest parking and, if you choose, additional resident vehicles are charged
Enforcement termsAgreed directly between you and your own tow or boot company

Grandfathering deserves its own line, because it answers the question most property managers ask first. Nobody’s deal changes in the middle of a lease. The new rule arrives one move-in at a time, so your office handles it resident by resident rather than with everyone at once.

Guest rules matter for a similar reason. A consecutive-day restriction stops a guest permit from quietly becoming a second resident permit, which is a common source of overflow. There is more on that in how to stop guest parking abuse.

How the money moves through a parking management system like ParkM's

There is no cost to the property and no monthly billing to the property. The vehicle owner pays.

  1. Residents and guests pay for their permits in the resident portal, and payments are processed by Stripe.
  2. ParkM keeps its share, and the property is paid its share monthly, by check or ACH.
  3. Your portal shows revenue broken down by permit type, so the figure you report is one you can check.
  4. Signs beyond the 10 included ones come out of that revenue. The property never gets an invoice.

There is no contract, and 30 days’ notice ends it. Residents can cancel a permit at any time with no cancellation fee, which is different from a refund: payments already due are non-refundable.

One honest limit on the model. A community association that would rather pay a flat monthly fee than have owners pay per permit is a poor fit, and it is better to know that now than on a demo call.

What ParkM runs, and what stays with your team

A system is only as light as the work it leaves behind. Here is where that work lands.

ParkM takes the resident and guest support calls, not your leasing office. A resident who cannot log in, needs to swap a car, or wants to cancel goes to ParkM’s US-based support team, 7 days a week. One published customer, Vanessa D. of Parkwood Plaza and Continental Court (AMC), puts it this way: “If any of our staff ever has a question ParkM support is able to respond to us within a 10-minute time frame.”

Your tow or boot partner keeps doing the towing. ParkM does not tow, does not patrol, and does not install hardware. If your community has no enforcement partner, ParkM refers one from a preferred vendor list. Training a tow company on the enforcement app takes minutes.

Your property management system stays where it is. ParkM does not connect to it. At launch, resident and vehicle data can be imported from the system you already keep it in, and after that residents register themselves. When you want a parking audit, you send an updated rent roll and ParkM reconciles registered vehicles against units and leaseholders.

The launch needs two things from you: a unit directory and a launch date. A launch coordinator supplies the resident communications and trains your staff and your enforcement partner. Launches start on a Monday, and permits stay free while residents enroll, before paid permits and then enforcement switch on. The full rollout is on how ParkM works.

Questions property managers ask about a parking management system

Do we need to install cameras, gates, or readers?

No. License plate recognition runs in the enforcement app on your partner’s phone, and residents and guests use a browser. The only physical items are parking signs with your property’s QR code, and 10 are included.

Does the system connect to our property management system?

No. ParkM has no property management system integrations today. Resident and vehicle data can be imported at launch, residents register their own vehicles after that, and a rent roll audit is available on request.

What does the parking management system cost the property?

Nothing. There is no setup fee, no monthly billing to the property, and no invoice. Residents and guests pay for their permits, ParkM shares that revenue with the property, and the property sets the prices.

Who decides when a car gets towed?

Your community and your own tow or boot partner, under the terms you agree with them. ParkM supplies the permit list, the two-step check, and the record of what happened. Your team can also request a tow from the property manager portal.
